7 Division Organizing Board
The Organizing Board developed by L. Ron Hubbard contains seven divisions, each with specific duties and functions. All of Mr. Hubbard’s administrative technology is contained in the eight volume Organization Executive Course. Volume 0, the Basic Staff Hat, contains all policies pertinent to any staff member of an organization. The seven remaining volumes, numbered 1 through 7, correspond to the same numbered divisions of the Organizing Board. Each divisional volume contains all the policies pertaining to the purpose and functions of that division.

Division 7
Executive Division

Maintains proper governmental relations and cares for legal affairs.

In the case of a company, this division could include the office of the person who started the organization or the one who had developed the product produced by the company.

The Executive Division coordinates and supervises the organization’s activities so it runs smoothly, produces its products viably and delivers its products and services to individuals and the community in high quality. It successfully runs the activity through the following functions:

Does the organization’s planning and gets it executed so objectives are achieved.

Sees to it that the technology and policy of the organization is followed without deviation.

Ensures that the organization’s premises are in good repair and acquires additional space to accommodate expansion.

Division 1

Communications Division

The Communications Division is fully responsible for the establishment of the organization. It accomplishes this through the following actions:

Hires eligible staff and properly places them for the benefit of the individual and the organization.

Sees that new and existing staff know how to do their jobs.

Sets up standard communications systems and gets in established communication routes so that all communications to and from the public and internally in the organization are swiftly and properly handled.

Collects and accurately graphs the organization’s statistics for executive use.

Maintains a high level of ethical behavior among the staff.

Inspects the organization’s activities so any difficulties inhibiting expansion are detected and reported upon to the proper executive for swift resolution.

Division 2

Dissemination Division

The Dissemination Division makes the organization’s products and services widely known and demanded, creating a high volume of public attaining them. To achieve this, the following actions are done:

Uses informative mailings, magazines, promotion and other communication methods to inform the public of the organization’s services and products and the published materials it offers so these are acquired in a viable quantity.

Stocks all published materials so they are readily available.

Contacts individuals who have expressed interest in the organization’s products so these are obtained by them.

Keeps accurate files of people who previously received service or obtained products from the organization and maintains correspondence with them so they can acquire further products and services.

Division 3

Treasury Division

The Treasury Division handles the financial matters of the organization so its physical body is fully cared for, enabling it to produce its products and deliver its services and remain solvent. Its functions include the following:

Handles incoming funds received in exchange for the organization’s products so these are properly recorded.

Disburses funds for purchasing and the payment of all bills, as well as pays the staff, so its financial obligations are fulfilled and the other divisions have the wherewithal to produce their products.

Keeps precise records of all financial transactions, does any necessary bookkeeping and financial reports, and preserves all assets and reserves.

Division 4

Technical Division

The Production Division is where the actual products of the organization are produced. It achieves its purposes by performing the following actions:

Ensures that the wherewithal and resources for production are made available.

Schedules production for maximum efficiency and service to the public.

Produces the organization’s product and delivers its services rapidly in high quantity and with excellent quality so people are satisfied with results.

Division 5

Qualifications Division

The Qualifications Division sees that every product leaving the organization has attained the expected level of quality. To accomplish this it does the following:

Examines the validity and correctness of products and passes these to review or certification so every product is certified, or corrected so it can be certified as achieving the organization’s standard of product quality.

Reviews the organization’s product to isolate the causes for any lower-than-acceptable level of quality.

Reviews staff actions and corrects them where needed so technology and policy are applied with superb results.

Cares for the staff as individuals so they become fully trained in all aspects of their jobs and organizational policy and technology and become competent, contributing group members.

Division 6

Public Division

The Public Division, through all of its activities, brings knowledge of and distributes the organization’s services and products to the broad public. To accomplish this, it sees that the following activities occur:

Ensures that the appearance of the organization and its personnel are excellent.

Makes the organization and its services and products well known to the community.

Works with community groups and other organizations to improve society.

Establishes and makes productive distribution points outside the organization which offer its services and products to new public.

Records and makes widely known the success of the organization’s activities and its products.
